Within the Elections Division, the Project Management & Support Team serves to improve Division programs through managing projects, supporting and maintaining the Division's performance metrics program, advising in the strategic planning process, monitoring trends and industry standards, collaborating with other teams to collect and analyze data, structuring large datasets to find useful information, visualizing data using graphs and infographics, developing process improvements, supporting employee engagement, and identifying and addressing short-term problems that are hindering the operational efficiency and effectiveness of Division programs while implementing long term solutions to bring about positive changes in Division operations.

The Business Analyst/Project Manager plays a critical role in the elicitation and documentation of the Division project requirements, which are then used to develop process and technical design documents and test cases, in order to deliver efficient and effective projects that are accurate in scope, address documented needs, and are delivered on time and within budget.

Elections Security Specialist - Hybrid Closing 11/30/2025 11:59 PM Mtn

Elections Division

The Elections Division supports the Secretary of State, as the state’s chief election official, by administering and supervising statutory and constitutional provisions that relate directly or indirectly to the conduct of Colorado elections. These include certifying content to the ballot, publishing the abstract of vote totals, as well as overseeing the verification of petitions for ballot issues, campaign finance filings and enforcement, lobbyist filings and enforcement, voting equipment certifications, requirements of the National Voter Registration Act and the Help America Vote Act, and maintaining the statewide voter registration system.

Elections Security Unit

The work unit has the dual responsibility of overseeing and assisting counties to improve their election security and working to improve the Department's physical and technical election security. This unit’s major function is to develop and implement a plan to identify county election security vulnerabilities, as well as working with counties to meet Americans with Disabilities Act (ADA) requirements for county election facilities.

The IT Division provides information systems and computer support for employees, customers of the Department of State, and therefore the people of Colorado. The Colorado Department of State is unique from many state agencies in that we are a smaller agency with an in-house IT division, as a result our employees maintain greater collective impact over the work product of the Department.

The Chief Information Officer (herein after “position) is the head of the Information Technology division of the Colorado Department of State. The Division employs 43 people under the supervision of the CIO. Position directs and oversees all Division personnel and manages information systems including network, servers, workstations, software, cloud infrastructure, application development, and data services to support the Department, as well as the citizens of Colorado. In addition, the position ensures the cybersecurity tenets of confidentiality, integrity, and availability are integrated throughout the infrastructure.

Legal & Policy Advisor to the Secretary of State Closing 12/06/2025 11:59 PM Mtn

The Legal & Policy Advisor to the Secretary of State will:

  • Analyze the federal Administration’s orders and document requests regarding elections and draft memos for senior management.
  • Serve as an advisor to the Secretary of State (Secretary) and other senior management concerning the Department’s strategic objectives related to elections and core department functions.
  • Review civil inquiries from external parties, including the federal government and private parties, and use expertise to draft memos and brief senior management regarding the Department’s appropriate responses.
  • Develop policies and manage all major document productions stemming from requests from salient external parties.
  • Liaise with the Attorney General’s office to determine appropriate data and records to gather from the Department to respond to litigation.
