The title as designated and fixed by the Board is as follows:

An amendment to the Colorado Constitution requiring statewide voter approval of any new or newly qualified state enterprise, and, in connection therewith, requiring such voter approval if the enterprise’s projected or actual fee and surcharge revenue, combined with such revenue of all other state enterprises with a similar purpose created within the same year or the previous five years, exceeds $100 million within the first five fiscal years of the creation or qualification of the new enterprise.

The ballot title and submission clause as designated and fixed by the Board is as follows:

Single subject approved; staff draft amended; titles set.
The Board determined that the proposed initiative requires the addition of language to the Colorado Constitution. The requirement for approval by fifty-five percent of the votes cast applies to this initiative.
