The title as designated and fixed by the Board is as follows:

A change to the Colorado Revised Statutes concerning conditional authority for the state to retain and spend excess state revenue, as a voter-approved revenue change, and, in connection therewith, permitting the state to retain and spend excess state revenue if there is a reduction in property tax revenue resulting from a statewide restriction, limitation, or cap on property taxes and requiring any retained state revenue to be used to offset reduced funding for school districts and for local governments that provide fire protection or water conservation services.

The ballot title and submission clause as designated and fixed by the Board is as follows:
