The title as designated and fixed by the Board is as follows:

Funding available for counties, school districts, water districts, fire districts, and other districts funded, at least in part, by property taxes shall be impacted by a reduction of $1.5 billion in property tax revenue by an amendment to the Colorado constitution and a change to the Colorado Revised Statues concerning a 3% annual limit on property tax increases, and, in connection therewith, excluding nonresidential real property valued at more than $3 million and single-family residential property valued at more than $2 million, adjusting each for inflation, and, beginning in fiscal year 2024-25, allowing the state to annually retain and spend excess state revenue, if any, as a voter-approved revenue change to be used to offset reduced funding for school districts and for local governments that provide fire protection or water conservation services.

The Board made a technical correction to the text of the initiative.
The Board determined that the proposed initiative requires the addition of language to the Colorado Constitution; a 55% vote is required to pass.
