The title as designated and fixed by the Board is as follows:

A change to the Colorado Revised Statutes concerning regulation of indirect sources of air pollution in the Denver metro and northern front range area, and, in connection therewith, requiring the state to regulate emissions of nitrogen oxides by oil and gas operations; requiring each oil and gas operator to annually submit to the state an emission inventory report and a report estimating emissions of nitrogen oxides; requiring the state to develop an ozone season nitrogen oxides emission budget and creating a pause on any oil and gas preproduction activity within the covered area from June 1 through August 31 of each year; and requiring the state to adopt rules creating annual motor vehicle emission budgets for nitrogen oxides and volatile organic compounds for 2027 through 2050 that apply to the covered area.
