A change to the Colorado Revised Statutes concerning construction permits for oil and gas operations, and, in connection therewith, changing the approval processes for construction permits that are granted by both the air quality control commission and energy and carbon management commission; requiring the permit application to include aggregate emissions across the oil and gas system including emissions from exploration and preproduction activities, the use of air quality modeling and not air quality monitoring, and any assumptions on emissions reductions that the operator will achieve as an enforceable permit condition; and allowing a construction permit for any proposed new or modified oil and gas system in a federally designated nonattainment area only if certain criteria are satisfied.

The ballot title and submission clause as designated and fixed by the Board is as follows:
