The title as designated and fixed by the Board is as follows:

A change to the Colorado Revised Statutes concerning conditional authority for the state to retain and spend excess state revenue, as a voter-approved revenue change, to replace reduced property tax revenues, and, in connection therewith, if there is a reduction in property tax revenue resulting from a statewide limitation on property tax revenues, permitting the state to retain and spend excess state revenue to offset any reduction in funding for local governmental services.

The ballot title and submission clause as designated and fixed by the Board is as follows:
