The title as designated and fixed by the Board is as follows:

A change to the Colorado Revised Statutes changing the Colorado air quality control commission to the Colorado independent air quality control commission, and, in connection therewith, replacing the existing commission members with nine new members whose appointments require the consent of two-thirds vote of the senate before a member's term may begin; changing the political affiliation requirements for the commission members; and prohibiting commissioners, staff, or legal counsel serving the commission from having a conflict of interest as defined in the measure.

The ballot title and submission clause as designated and fixed by the Board is as follows:
