The title as designated and fixed by the Board is as follows:
A change to the Colorado Revised Statutes limiting the campaign expenditures of a candidate committee, political committee, or issue committee in an election cycle to 150% of eligible elector contributions received by the committee during the election cycle, and, in connection therewith, creating and defining an "eligible elector contribution" as a contribution that is accompanied by a voter registration number that verifies the contributor’s eligibility to vote for the candidate or issue that the committee supports or opposes; requiring additional information in contribution disclosures; requiring the secretary of state to provide additional electronic means of reporting and tracking campaign contributions and expenditures; and imposing monetary penalties for violations.
