The title as designated and fixed by the Board is as follows:
STATE TAXES SHALL BE INCREASED $124,500,000 ANNUALLY ON RETAIL MARIJUANA SALES BY A CHANGE TO THE COLORADO REVISED STATUTES CONCERNING THE CREATION OF A PROGRAM TO PROVIDE OUT-OF-SCHOOL LEARNING OPPORTUNITIES FOR COLORADO CHILDREN FIVE TO SEVENTEEN YEARS OF AGE, AND, IN CONNECTION THEREWITH, PROVIDING FINANCIAL AID FOR OUT-OF-SCHOOL LEARNING OPPORTUNITIES CHOSEN BY PARENTS, SUCH AS TUTORING AND SUPPLEMENTAL INSTRUCTION IN SUBJECTS INCLUDING READING, MATHEMATICS, SCIENCE,WRITING, MUSIC, AND ART, TARGETED SUPPORT FOR CHILDREN WITH SPECIAL NEEDS AND LEARNING DISABILITIES, CAREER AND TECHNICAL EDUCATION TRAINING, AND OTHER ACADEMIC OR ENRICHMENT OPPORTUNITIES; CREATING A LEARNING AUTHORITY TO ADMINISTER THE PROGRAM; PRIORITIZING FINANCIAL AID FOR LOW-INCOME FAMILIES; INCREASING BY 5% THE RETAIL MARIJUANA SALES TAX TO PARTIALLY FUND THE PROGRAM; REALLOCATING A PORTION OF THE PUBLIC SCHOOL LANDS INCOME FROM THE PERMANENT SCHOOL FUND TO SUPPORT ADDITIONAL FUNDING FOR THE PROGRAM; AND EXEMPTING ANY TRANSFERS OR REVENUE ASSOCIATED WITH THE FUNDING OF THE PROGRAM FROM REVENUE AND SPENDING LIMITS PURSUANT TO SECTION 20 OF ARTICLE X OF THE COLORADO CONSTITUTION.
