The title as designated and fixed by the Board is as follows:

State taxes shall be increased by $1.3 billion annually in order to increase or improve levels of public services, including, but not limited to, the availability of affordable housing statewide by an amendment to the Colorado constitution and a change to the Colorado Revised Statutes concerning the creation of a statewide property tax on residential properties with a value of at least $2 million, adjusted for inflation, to provide funding for affordable housing, and, in connection therewith, establishing the tax to be equal to .57% of the actual value of the property; requiring the new locally collected tax revenue to be allocated by the state to local governments to address shortages in and enhance the availability of affordable housing in the state; repealing the constitutional prohibition on new state property taxes; and allowing the state to keep and spend the additional revenue.
