The title as designated and fixed by the Board is as follows:

An amendment to the Colorado constitution concerning governmental burdens on freedom of religion, and, in connection therewith, defining “right to act” and “refusal to act” as a person’s or religious organization’s ability, in the privacy of a person’s home or any place established as a site for religious exercise, to act or not act consistently with sincerely held religious beliefs; but providing that “right to act” and “refusal to act” do not include action or inaction that would interfere with a compelling governmental interest or with the government’s ability to protect individuals and groups against discrimination prohibited by state or local law, to protect the health, safety or welfare of individuals or groups, or to prohibit the use of public funds that would violate the constitution.
