The title as designated and fixed by the Board is as follows:

An amendment to the Colorado constitution concerning voter approval of slot machines, and, in connection therewith, specifying that "slot machines" include video lottery terminals; requiring both statewide voter approval of any town, city, county, or city and county where slot machines would be offered for play and subsequent local voter approval for use of slot machines within that jurisdiction; and exempting from this provision those jurisdictions approved for limited gaming and Indian reservations.
