The title as designated and fixed by the Board is as follows:

An amendment to the Colorado constitution concerning the allocation of income from video lottery terminals, and, in connection therewith, defining “video lottery terminal” as a slot machine that is operated by or for the state lottery including electronic keno, instant racing, and other similar devices in which a player may win a prize based upon chance; requiring all moneys bet on video lottery terminals minus all winnings returned to players to be paid to the governmental recipients of lottery revenues; allowing a private party who operates video lottery terminals to retain a portion of the income only if authorized by the voters of the state; and exempting from this provision those machines approved for use in limited gaming or on Indian reservations.
