The title as designated and fixed by the Board is as follows:
An amendment to the Colorado constitution concerning the establishment of a state nonpartisan election administrator, and, in connection therewith, transferring all elections-related powers and duties of the Secretary of State to the election administrator and specifying qualifications for the office; setting forth the process for appointment by the governor, subject to legislative confirmation; and requiring promulgation of rules related to election administration and campaign finance.
