The title as designated and fixed by the Board is as follows:
An amendment to the state constitution concerning a person’s right to carry a handgun, and, in connection therewith, permitting a person to carry a handgun on his or her person, whether concealed or open, without a permit, so long as he or she is a United States citizen, at least twenty-one years of age, and legally permitted to own a firearm in Colorado, and recognizing that governments may impose limitations on the right to carry a handgun at certain locations.
