The title as designated and fixed by the Board is as follows:
An amendment to the Colorado constitution concerning the enforcement of energy-efficient building codes, and, in connection therewith, prohibiting the state, a county, a municipality, or any other type of governmental entity from imposing a tax, penalty, or fee for failing to comply with an energy-efficient building code on an existing structure located on private property; and prohibiting compliance with an energy-efficient building code as a condition for obtaining a rental license for private property.
