The title as designated and fixed by the Board is as follows:
An amendment to the Colorado constitution concerning public use of waters overlying private property, and, in connection therewith, specifying that the use by the public of waters overlying private property is a public use; and requiring just compensation for any grant of rights for such use and any damage caused to private property by such use.
The ballot title and submission clause as designated and fixed by the Board is as follows:
