The title as designated and fixed by the Board is as follows:
An amendment to the Colorado constitution concerning a limitation on the use of waters overlying private property by river guides without the consent of the owner of the private property, and, in connection therewith, stating that no river guide shall enter or use such waters without the consent of the owner; and defining "river guide" as a river outfitter and the river outfitter's employees, agents, and passengers on the river outfitter's vessel, any other person who is floating a vessel on a waterway, and any passengers of that person.
