The title as designated and fixed by the Board is as follows:
An amendment to the Colorado constitution concerning limits on water available for new residential housing, and, in connection therewith, imposing a one percent annual growth limit on the amount of water available for newly constructed, privately owned residential housing units for the counties of Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas, El Paso, Jefferson, Larimer, and Weld; allowing an increased allotment for affordable housing; requiring water supply entities to keep records of water use; and subjecting the water growth limits to referendum and initiative in all other counties once the amendment becomes effective and in the specified counties in 2016.
