2005-2006

The title as designated and fixed by the Board is as follows:

An amendment to the Colorado constitution concerning the retention of state revenues in excess of the limitation on state fiscal year spending established by section 20(7)(a) of article X of the state constitution, and, in connection therewith, allowing the state to retain up to one hundred million dollars of state revenues in excess of the constitutional limitation on state fiscal year spending for the 2005 06 through 2007 08 fiscal years, specifying that the revenues be retained in the highway users tax fund for state and local government projects, and providing that the amendment shall limit state government retention of funds, regardless of any conflicting revenue or spending increase appearing on the November 2005 statewide ballot, but shall not affect governmental revenue or spending increases approved in subsequent elections.
