The title as designated and fixed by the Board is as follows:

An amendment to the Colorado constitution concerning a requirement that all bills passed by the state legislature that require new spending shall include in the same bill similar decreases in spending in order to have no impact on the overall state budget, and, in connection therewith, requiring that the new spending and decreases in spending be identified in the fiscal analysis prepared in connection with the legislature’s consideration of the bill.
