The title as designated and fixed by the Board is as follows:
An amendment to the Colorado constitution concerning a requirement that all legislation increasing the spending of a governmental entity that is subject to section 20 of article X over the previous budget of the entity shall be accompanied with a measure passed with the same vote that decreases spending by an identical amount.
The ballot title and submission clause as designated and fixed by the Board is as follows:

At the request of proponents, technical corrections allowed in text of measure. (In section 20, subsection (10), first paragraph, changed “ACCOMPANINED” to “ACCOMPANIED”, changed “AMOUINT” to “AMOUNT”, and added “NOTE.” after “FISCAL”; in section 20, subsection (10), second paragraph, changed “ID” to “IS”.).
