The title as designated and fixed by the Board is as follows:

An amendment to section 20 (7) of article X of the Colorado constitution concerning limitations on government spending and revenues, and, in connection therewith, repealing current limitations on state and local government spending and revenue; creating a new limitation on state spending and revenue to be calculated as a percentage of total personal income in Colorado; authorizing voters to approve revenue changes to the new state limitation at a general election or a statewide odd?year election; and stating that the new state limitation shall be the only limitation on state and local government spending and revenue under section 20 of article X of the Colorado constitution.

The ballot title and submission clause as designated and fixed by the Board is as follows:
