The title as designated and fixed by the Board is as follows:

An amendment to the Colorado constitution concerning modifications to provisions relating to required increases in state funding for preschool through twelfth?grade public education, and, in connection therewith, repealing the required funding increases approved in 2000 and replacing them with a new requirement that the cumulative state contribution to public schools through twelfth grade change each year on a per?pupil basis by at least inflation plus one percentage point for the 2005 through 2011 fiscal years and by at least inflation for fiscal years after the 2011 fiscal year, and reducing the required funding level when the annual change in general fund revenues is less than inflation.
