The title as designated and fixed by the Board is as follows:
An amendment to the Colorado constitution concerning modifications to provisions relating to required increases in state funding for preschool through twelfth?grade public education, and, in connection therewith, repealing the required additional one percentage point increase above inflation for the statewide base per pupil funding under the "Public School Finance Act of 1994", repealing the required increases in total state funding for all categorical programs, allowing the statutory definition of “statewide base per pupil funding” to be amended for purposes of the required inflationary increase in the statewide base per pupil funding, allowing an annual exception to the required inflationary increase in the statewide base per pupil funding when state fiscal year spending is not anticipated to increase by the maximum allowable amount, requiring revenues deposited in the state education fund to be subject to the state fiscal year spending limitation when state fiscal year spending does not increase by the maximum allowable amount, allowing the governor to transfer moneys from the state education fund to the general fund under specified circumstances involving revenue shortfalls, and repealing maintenance of effort funding requirements.
