The title as designated and fixed by the Board is as follows:

An amendment to the Colorado constitution concerning the creation of a redistricting commission to draw districts for legislative bodies, and, in connection therewith, transforming the existing Colorado reapportionment commission that draws legislative districts into a new seven-member redistricting commission to draw both the U.S. congressional districts and the state legislative districts once every ten years, with four members appointed by the majority and minority party leaders of each house of the state legislature, two unaffiliated members appointed by lot from among qualified applicants submitted by the chief justice, and one unaffiliated or minor political party member selected by the other members of the commission; excluding specified persons from service on the commission; creating residency requirements for commission members based upon congressional districts; requiring that members meet specified eligibility requirements and become subject to certain limitations during and after their service; adding political competitiveness to the existing criteria for drawing districts and allowing counties to be divided to create politically competitive districts if such division is consistent with protecting communities of interest; and prohibiting the commission from considering the residence of any member of or candidate for a legislative body in drawing districts.
