The title as designated and fixed by the Board is as follows:
An amendment to the Colorado constitution concerning limitations on certain types of gambling at racetracks without voter approval, and, in connection therewith, prohibiting the use of slot machines or video gambling terminals at any horse or dog track unless the use of such devices is first specifically approved at a general election by a majority of voters casting ballots on the measure in the county in which the dog track or horse track is located, and then is ratified at the subsequent general election by a majority of statewide voters casting ballots on the measure, and authorizing the general assembly to enact implementing legislation.
