The title as designated and fixed by the Board is as follows:

An amendment to the Colorado constitution concerning the reallocation of net lottery proceeds for certain educational purposes, and, in connection therewith, allocating to a new education trust fund one-half of the net proceeds from state-supervised lottery programs currently allocated to the Great Outdoors Colorado Trust Fund, the Conservation Trust Fund, and the Division of Parks and Recreation (fifty percent of which will be used for financial assistance to new and existing resident post-secondary students, twenty-five percent of which will be used to finance capital outlay projects for public primary and secondary educational facilities, and twenty-five percent of which will be used to finance after-school programs and early learning assistance programs); and specifying that moneys from the education trust fund shall not be used to supplant existing resources available to public entities.
