The title as designated and fixed by the Board is as follows:
An amendment to the Colorado constitution concerning a prohibition on the installation or operation of video lottery terminals, and, in connection therewith, prohibiting the Colorado Lottery Commission from authorizing such devices in any facility that is licensed to offer limited gaming or licensed to offer pari-mutuel wagering at a greyhound track, horse track or simulcast facility.
