Regular biennial school electioneering communication period starts 60 days before the Regular Biennial School Election and concludes the day before the election. This includes communications which are broadcasted, printed, mailed, delivered, or otherwise distributed that mentions one or more school board candidates. If you spend $1,000 or more in a calendar year on this type of communication, you must report this and if you are a registered committee, this will be part of your standard disclosure report. Your report will also have you include the method and dates of the communication, and the name(s) of the candidate(s) mentioned in the communication.
24-hour notice of major contributor report period starts 30 days before the Regular Biennial School Board Election and concludes the day before the election. A major contribution is any contribution (monetary or non-monetary / in-kind), including loans by a candidate to their own candidate committee, of $1,000 or more that given within 30 days before a primary, general, or regular biennial school election. This is a separate report from your standard report and is due within 24 hours of receiving a major contribution. This applies to:
- Candidate Committees whose office appears on the Biennial School Board Election ballot, and
- Issue Committees (whether they are or are not participating in the Coordinated / Biennial School Board Election).
Note: Political parties are not required to file this report during odd-calendar years.
48-hour notice of independent expenditure report period starts 30 days before the Regular Biennial School Election and concludes the day before the election. An independent expenditure expressly advocates for or against candidates and is not coordinated with a candidate, candidate committee, or political party. If you obligate / spend funds in excess of $1,000 for an independent expenditure, within 30 days of the election, a separate independent expenditure report is due within 48 hours of the obligation / spending. This only applies to Independent Expenditure Committees.
