Applies to (refer to Campaign Finance Rule 17):
- State candidates and state candidate committees whose office does not appear on the November 2, 2021 Coordinated / Biennial School Board Election ballot.
- State Issue committees (IC) whose issue does not attempt access to or appear on the November 2, 2021 Coordinated / Biennial School Board Election ballot.
- State Political Parties (PP)*
- State Political Committees (PC)*
- State Small Donor Committees (SDC)*
- State 527 Political Organizations (527 PO)*
- State Independent Expenditure Committees (IEC)*
- Junior College Board of Trustee Candidates (Aims Junior and Colorado Mountain colleges) whose office does not attempt access to or appear on the November 2, 2021 Coordinated / Biennial School Board Election ballot.
*Any party or committee participating in the November 2, 2021, Biennial School Election must file disclosure reports according to the 2021 Biennial School Election schedule. You must notify Campaign Finance Support to update your filing schedule immediately upon participation in the Biennial School Election.
Small-Scale Issue Committees (SSIC) are not required to file disclosure reports until they exceed $5,000 in activity. After filing an initial disclosure report and converting to an Issue Committee, SSICs are subject to the disclosure requirements of 1-45-108(2), C.R.S.
Supplemental reports
The following types of supplemental reports may be required dependent on activity:
- Electioneering Communication, (if the communication mentions school board candi-dates) time period starts 60 days (September 3, 2021) before the Biennial School Election.
- 24 Hour Notice of Major Contributor (MC) report period starts 30 days before the Biennial School Election and concludes the day before the election. Report is due within 24 hours of receiving a Major Contribution. Applies to candidate committees whose office appears on the Biennial School Board Election ballot. It also applies to Issue Committees and Political Parties even if they are not participating in the election.
- 48 Hour Notice of Independent Expenditure (IE) report period starts 30 days before the election and concludes the day before the election. Report is due within 48 hours of spending. Only applies to IECs.
