Location: Secretary of State’s Office, Blue Spruce Conference Room, 1700 Broadway, Denver, CO

Board members present:  Donivon Glassburn, Perry Jultak, Tom Bednark, John Amen

Secretary of State officials present:  Mike Hardin, Greg Lestikow, Shannon Bee

The meeting was called to order at 10:04 AM.

The pledge of allegiance was conducted. 

As there was not a quorum, the minutes for the January, could not be approved.

Reports for the Secretary of State

  1. Financial Report
    1. Progressive raffles have taken off. 2014 are all in
    2. Donivon asked, can you do a progressive bingo as a last game?
    3. Usual trend went up slightly
    4. Bigger dollar raffles in 2015
  2. E-Filing Update
    1. March 24th went live
    2. To date 470 created on line accounts
    3. Survey to those that did not file on line
    4. Survey to those that did file on line – what they liked etc.
    5. Discount will continue to those that file on line
  3. Quarterly Report Reminder
    1. Next quarter end of June
  4. Legislative Session – Sweepstakes Bill
    1. March 13th bill become effective
    2. If we hear of places that are still in operating, contact AG office
  5. Other
    1. Greg Lestikow has taken another position.  His last day will be June 1st

Board business

  1. BRAB positions – Welcome John Amen
    1. Vets position is still vacant
    2. Landlord position still vacant
    3. Mike Harding offered to send out a notice – Meeting can always be at another location, they do not have to be a sec of state office
  2. SCR 15-002:  Ballot Procedure Citizen Initiated Amendments
    1. Did not pass
  3. Miscellaneous
    1. Volunteers – finding it harder to find people willing to volunteer their time
    2. Paying people will need to be addressed
    3. Greg Lestikow noted some complications with this
  4. Open forum
    1. Linda -  noted that she is involved with nonprofit organizations to help them get started
    2. Linda noted that the state of Colorado one of the highest fo volunteers
    3. Problem is that it is too much hassle to do a bingo raffle IE: must be  a nonprofit prior to doing a raffle
    4. Many groups doing a silent auction rather than a raffle to get around rules
    5. Her recommendations to do more raffles:  1.  Remove membership from bylaws 2.  Lessen number of years required to be in business
    6. Donivan noted that it is a constitution issue not a state issue
