This rulemaking is to adopt emergency rules as permanent rules. Emergency rules were adopted on January 23, 2024, amending the permanent rules already in place and effective September 30, 2023. In mid-fiscal year 23-24, the state legislature allocated additional money to the grant fund for distribution to existing program applicants in the regular application cycle within the remainder of the fiscal year.
The amended rules set forth provisions for eligibility and timeframes for any additional funding allocation to the Nonprofit Security Grant fund within a fiscal year. The amended rules also correct minor formatting, grammatical, and numerical errors to better align with statute and for clarity. |
| Purpose/Objective of Rule |
The purpose of this rulemaking is to establish permanent rules to supersede the emergency rules adopted on January 23, 2024. In mid-FY 23-24, the state legislature allocated additional money to the grant fund for distribution to existing program applicants in the regular application cycle within the remainder of the fiscal year. In January 2024, emergency rules were adopted to provide program applicants sufficient time to apply for and to spend the awarded funds by the end of the State of Colorado fiscal year. The amended rules also correct minor formatting, grammatical, and numerical errors to better align with statute and for clarity. |
