Description of Subjects/Issues |
HB23-1027 Parent and Child Family Time was signed and takes effect January 1, 2024. This rule will change the reference from visitation in foster youth in transition programs from “visitation” to “family time” and incorporate the changes in how county departments of human/social services provide family time when children/youth are placed out of the home. This rule packet also will provide direction about when family time is increased or decreased by directing the correct ways in which this can or can not be done within the law changes. This rule packet also adds a correction for reference to court-appointed counsel.
CCR 7.306.57 was implemented in September 2020 via adoption rule packet 19–09-10-01 (Part 2 of 3). When adoption rule packet 22-12-08-01 (Part 3 of 3) was implemented in August 2023, this section was inadvertently removed. No content or rule number has been changed, and this is to add this rule back into this section. |

CDHS holds two public hearings, an initial and final, for each proposed rule packet. The initial hearing allows the public an opportunity to submit written data, views, or arguments and to testify for or against the proposed rules. The Board does not vote on the proposed rule at the initial hearing, but asks CDHS to consider all public comment and discussion and, if needed, submit revisions to the proposed rule. The final hearing, usually the month following the initial hearing, allows the same opportunity for public comment, after which the Board votes on final adoption of the proposed rule.
