Description of Subjects/Issues The Colorado Commission for the Deaf, Hard of Hearing, and DeafBlind’s Communications Technology Program (CTP) was established in 2002. Under the Federal “Americans with Disabilities Act,” Colorado has a duty to provide the deaf, hard of hearing and deafblind equivalent access to governmental services. This is accomplished by the dissemination of communications technology in the form of amplified and captioned phones, cellular devices, such as smartphones, flip phones and tablets, ring signalers and amplified tools, as well as specialized communications technology for deafblind though a federal grant. The proposed rule changes are necessary to amend the definition of “communications technology” to match the statutory definition in section 26-1-103 and to fix a typo in citation 26-21-103 (8) and income eligibility, household (1). Additionally, there is a need to amend Eligibility for the Communications Technology Program (130) as it pertains to the minimum age requirements

Comments CDHS holds two public hearings, an initial and final, for each proposed rule packet. The initial hearing allows the public an opportunity to submit written data, views, or arguments and to testify for or against the proposed rules. The Board does not vote on the proposed rule at the initial hearing, but asks CDHS to consider all public comment and discussion and, if needed, submit revisions to the proposed rule. The final hearing, usually the month following the initial hearing, allows the same opportunity for public comment, after which the Board votes on final adoption of the proposed rule.
