Reason The week of 9/9 a stakeholder indicated that some stakeholders did not receive the Division's notification of the April comment period or that the Board granted the Department's request for rulemaking and set a hearing for 9/18; the Division confirmed that a small number of stakeholders did not receive the notifications.
