Paragraph 11.2 initially stated:
A person who is the subject of, and is adversely affected by, a notice of violation or enforcement order issued pursuant to Article 11 may appeal such action to the Executive Director of the Department of Public Safety. The Executive Director shall hold a hearing to review such notice or order and take final action in accordance with Title 14, Article 4, C.R.S.. Final agency action shall be subject to judicial review pursuant to Title 24, Article 4, C.R.S..
