| Purpose/Objective of Rule |
Emergency rules are imperatively necessary in order to protect public health, safety and welfare by explicitly including in the rules a "Textile Traction Device" as an alternative traction device in addition to chains. The intent of adopting emergency rules is to have the device included as an option to chains prior to Colorado's inclement weather this winter. |
